Pentagon spokesman Brig. Gen. Patrick Ryder spoke about the collision Tuesday over the Black Sea between a Russian Su-27 fighter jet and an American MQ-9 Reaper surveillance drone. The Russian warplane struck the propeller of the MQ-9, causing U.S. forces to have to bring the unmanned drone down in international waters.
